Planning is a sequence of dependent decisions, not a folder of documents. Each stage has to be answered before the next opens, and the whole thing locks when it is signed off.

Every stage knows what the last one decided.

Skipping is allowed. Skipping silently is not — a skipped stage records who decided and why.

Client, district, areas, programme dates and the project manager. The district becomes the pricing context for everything downstream.

Land title, planning permission, utility NOCs. Sits before design, because it decides whether there is a project at all.

Design & engineering

The drawing register, with architects uploading through their own link and revisions superseding cleanly.

BOQ & cost planning

Zone-first measurement priced by rate analysis. This is the number the whole programme is built against.

Resource requirement

What the priced BOQ implies in material, labour and plant, consolidated across every line.

Tender

Out to contractors on an expiring link, with the scope frozen at the moment of invite.

WBS

Work packages generated from the priced lines, nested to any depth, each with an owner.

Resource planning

The engineers who monitor each activity and the vendors who supply it.

Detailed scheduling

Durations from quantity and output, dependencies with lag, calendars, and a computed critical path.

Ready to Build

Planning locks, the baseline is captured with who threw the switch and when, and rates freeze — so every variance afterwards is measured against a plan somebody actually signed.

Durations come from quantity divided by the crew's output. Change one and the path moves.
